However, there is contention among city officials, local commissioners, and advocates regarding the extent of the regulations. Some argue for broad application to include both existing and new structures, while city staff caution that such measures would complicate enforcement and compliance. The ordinance, set for City Council review on April 7, includes provisions for light curfews and restrictions on light trespass from property to property, though staff recommend limits to new constructions and substantial remodels to ensure practicality.
