These measures aim to conserve energy and mitigate light pollution, which can disrupt wildlife and human sleep patterns. Non-compliance may result in citations and fines for residents and businesses in the area. In contrast, Wasatch County’s regulations, which only apply to commercial properties, are based on complaints rather than proactive enforcement. The regulations stirred controversy due to their connection with the construction of a new temple by The Church of Jesus Christ of Latter-day Saints, which received permission to use upward-facing lights for its steeple. While Heber City has stricter residential lighting compliance measures, Midway is also exploring updates to its outdoor lighting rules, including specific allowances for holiday lighting.
